I’ve been using a Windows 10 VPS https://mangohost.net/vps/windows/10 from MangoHost for a couple of months now and it’s been exactly what I needed. If you're looking for a familiar desktop-like environment, this is the way to go. It behaves just like a regular Win10 machine, so there’s barely any learning curve — which is perfect if you don’t want to deal with the slightly clunkier interface of Windows Server.
Performance-wise, I’ve run development tools, automation scripts, and even some light rendering without hiccups. Remote Desktop connection is smooth, and MangoHost gives full admin access right out of the gate.
